An Act relating to teacher salaries; amending Section 1, Chapter 289, O.S.L. 2023, as last amended by Section 2, Chapter 480, O.S.L. 2025 (70 O.S. Supp. 2025, Section 18-114.15), which relates to the minimum salary schedule; authorizing annual automatic minimum salary schedule adjustments based on Consumer Price Index; using the calendar year 2025 as a base year; providing no adjustment for years the Consumer Price Index has a decline; requiring the State Board of Education to make the determination of the amount of increase to the minimum salary schedule each year; requiring the Board submit the amount to the Governor, Speaker of the House of Representatives, and the President Pro Tempore of the State Senate; directing the Board post the minimum salary schedule and annual adjustments on the Board’s Internet website; and declaring an emergency.

HB 3550 amends Oklahoma’s minimum teacher salary schedule by adding an automatic, yearly “cost of living” adjustment tied to the Consumer Price Index.
Starting with the 2026-27 school year, the schedule would increase by whatever percentage inflation is above the 2025 CPI baseline, and it would not go down in years where CPI declines. The State Board of Education would have to calculate the increase each year by April 1, send it to the Governor and legislative leaders, and post the updated salary schedule and annual adjustment online. It includes an emergency clause.
