HB 3599 expands cost-sharing for the Medicaid expansion population.
It directs the Oklahoma Health Care Authority to file a waiver or state plan amendment by January 1, 2027, to charge expansion enrollees a $35 copay per service/item, and it specifically says the copay for non-emergency ER use can’t fall below $35. It caps total family cost-sharing at 5% of family income per quarter.
