HB 4490 creates a new Oklahoma State Department of Health program called Oklahoma Families Thriving Everywhere Now, built around telecare pregnancy and parenting support plus a maternal-health outreach/care coordination component.
It targets under-supported and high-risk pregnancies and parents of kids under three, using Oklahoma-based community providers for direct support, case management, and referrals.
The bill spells out the point pretty clearly: promote “healthy childbirth,” push childbirth and adoption as alternatives to abortion, and support parenting and family stability.
It also appropriates $3 million for FY 2027 to run the program.
Will become effective after passage and approval
