An Act relating to schools; requiring school districts beginning in certain school year to provide students in certain grades certain instruction in human growth and development; allowing instruction to be included in certain course or integrated into one or more existing courses; providing for contents of instruction; prohibiting instruction from including materials produced or provided by certain entities; allowing the State Department of Education to identify certain resources; providing for promulgation of rules; providing for codification; providing an effective date; and declaring an emergency.

SB 1668 requires every school districts to teach grades 5–12 “human growth and development.”
The curricula must cover prenatal development, inclusive of a high-definition ultrasound video and other images/animations depicting development from fertilization through pregnancy. The bill bans the use of instructional materials made or provided by entities that perform or promote abortions, affiliate with abortion entities, contract with them, or regularly refer to them.
Effective July 1, 2026.
