SB 380 creates the Uniform Worker Classification Act. The measure provides clarity as to whether a worker qualifies as a contractor. A worker may be classified as a contractor if he or she signs a written contract with the principal that states that the worker shall be considered a contractor, the worker files his or her tax returns as a business or earnings from self-employment, the person may dictate how the work is completed, and if the person cannot be asked to complete additional tasks without modifying the contract. Workers that do not meet these qualifications shall be classified as employees.
