An Act relating to assisted reproductive technology; defining terms; providing reporting requirements; mandating publication of certain data points of report by the Oklahoma State Department of Health; providing for codification; and providing an effective date.

HB 2948 creates a new reporting system for clinics that provide assisted reproductive technology, including IVF and cryopreservation. It requires clinics to track and report what happens to embryos and reproductive material, including how many are created, frozen, transferred, miscarried or stillborn after implantation, donated for research, intentionally discarded or destroyed, or lost or negligently destroyed due to things like tank failure or error.
It also requires the Oklahoma State Department of Health (OSDH) to compile and publish a public report with clinic and statewide stats, including procedure types and success rates broken down by things like patient age and donor use, without any personally identifying information.
Effective November 1, 2026.
