  1. HB 4285 creates a new Perinatal Quality Improvement Revolving Fund at the State Treasury for the Oklahoma State Department of Health. The fund can receive state appropriations, federal dollars, grants, donations, and other contributions, and it does not sunset at the end of the fiscal year.

    The money can be used to work with Oklahoma-based research initiatives and other entities to reduce preventable newborn and infant illness and deaths, reduce preventable maternal illness and deaths, and improve maternal safety and outcomes.

    Effective date: July 1, 2026
