  1. SB 1328 changes Oklahoma’s minor-consent medical law to give parents and legal guardians a clearer right to access and review a minor’s medical records, and it says health care providers cannot block that access.

    It does carve out exceptions, including situations where the minor is married or emancipated, separated and unsupported, has no available guardian, or where releasing records would be unsafe because of suspected abuse or risk to the minor.

    It also requires a reasonable attempt to notify a parent or guardian when a minor receives emergency medical services, and otherwise lets providers decide whether to notify parents in other minor-consent situations.

    Finally, it tweaks the Parents’ Bill of Rights to line up with these new medical-record rules and takes effect November 1, 2026.
