  1. The organization Senator Daniels would like to give money to is an organization called Human Coalition that is based in Texas but is a digital operation. The organization operates in seven states, including Oklahoma.

  2. SB 1503 amends the Choosing Childbirth Act grant statute to let out-of-state nonprofits receive state grant funds, instead of limiting grants to organizations “in this state.”

    It does that by striking the “in this state” limitation in the grant purpose language and by removing the requirement that an eligible nonprofit be “located in this state” (while still requiring the organization to be registered as a nonprofit with the Oklahoma Secretary of State).

    In plain terms: it widens who can get reimbursed for these pregnancy-to-term and postpartum support programs by opening the door to non-Oklahoma-based groups. Effective November 1, 2026.

An Act relating to the Choosing Childbirth Act; amending 63 O.S. 2021, Section 1-740.17, as amended by Section 2, Chapter 371, O.S.L. 2024 (63 O.S. Supp. 2025, Section 1-740.17), which relates to grants to private organizations for services; allowing out-of state organizations to receive grants; and providing an effective date.
