NOTES

Creates new regulations for providing medically necessary medical abortions. Requires a physician to be present throughout treatment. 

Places regulations on abortion medication manufacturers by requiring biohazardous material "catch bags" to collect and dispose "abortion material." Manufacturers liable for environmental damage if medication abortion chemicals found in water.
