  1. HB 3286 requires health insurance coverage of pregnancy, postpartum, and newborn care services provided by certified nurse-midwives, licensed professional midwives, and perinatal doulas, including home births, home visits, and support during labor or miscarriage.

The measure requires coverage for the home-birth and postpartum recovery equipment and supplies, plus lactation consultant home visits and whatever breast pump, pump parts, breastfeeding supplies, and feeding aides are recommended. All coverage must be provided with zero cost-sharing, and postpartum services have to be covered for at least one year after birth.

It also creates a sales and use tax exemption for breast pumps and related supplies.
