  1. SB 2043 repeals extant harm-reduction authorization, which currently allows registered providers to distribute and collect syringes, hand out naloxone and test kits, and offer rapid testing and referrals.

    It also rescinds safe harbor provision keeping program supplies from being treated as drug paraphernalia.

    Effective July 1, 2026.

Supp. 2025, Section 2-101), which relates to definitions used in the Uniform Controlled Dangerous Substances Act; removing certain definition; amending 63 O.S. 2021, Section 2-101.1, which relates to drug paraphernalia; updating statutory language; eliminating certain protection; repealing 63 O.S. 2021, Section 2-1101, which relates to harm-reduction services; providing an effective date; and declaring an emergency.
