  1. SB 1353 creates a new revolving fund in the State Treasury to help schools stock free menstrual products. Oklahoma State Department of Education would use money from gifts, grants, donations, bequests, and appropriations to help every school district and public charter school make tampons and sanitary napkins available at no cost in girls’ restrooms and single-occupancy restrooms.

    It defines “menstrual products” as tampons and sanitary napkins. The bill lists a July 1, 2026 effective date, but it also includes an emergency clause that would make it take effect immediately upon passage and approval.
